The best conversion tracking tool for an agency is the one that stays cheap and manageable at 30 clients, not just at three. For most marketer-led agencies that means a managed platform with per-client pricing and one login for the whole book: Convultra (wholesale per-client pricing, quoted on request, with volume discounts at 10 and 25 clients) is built for exactly that, and Tracklution offers a custom-priced agency plan on the same model. Agencies that sell tag management will prefer Stape’s server-side GTM hosting at $17 a container. If the client conversation is about attribution rather than delivery, Triple Whale, Hyros and Northbeam are the reporting suites, priced from the hundreds per client upward.
What changes when you track conversions for other people
Tracking conversions for one site is a setup problem. Tracking them for 25 clients is an operations problem, and tools that shine on a single site often fall apart at scale. Each client has their own ad accounts, consent setup, store platform, and habit of changing the checkout without telling you. The questions that matter are not on the feature grid. What does client 19 cost when you add them? Can your account manager see client 19’s delivery log without a shared password? When client 19’s tracking breaks on a Saturday, who notices and who fixes it? Can you send client 19 a report on Monday without exporting anything? Our guide to server-side tracking for agencies covers the operating model; this article is about the tools.
How we evaluated these tools
Each tool was assessed on per-client pricing at 5, 10 and 25 clients, whether one agency login can switch into a client, what reporting can be shared, what you maintain per client, and whether the tool delivers conversions, models attribution, or both.
Disclosure: this article is published by Convultra. Convultra is included in the list and judged by the same criteria as every other tool. Pricing and plan limits for every tool were checked against each vendor’s live pricing page on 14 September 2026. Triple Whale’s pricing page could not be loaded on that date, so its figures are from the vendor’s published pricing as last checked. Hyros publishes an entry price and quotes higher tiers after a demo. Confirm before you sign.

The 7 tools, in detail
1. Convultra: Best managed platform for marketer-led agencies
Convultra is managed server-side conversion tracking with an agency layer built in. Every client is a project on one dashboard: you see delivery status and recovered conversions across the whole book, and log in as any client to see exactly what they see, without a shared password. Setup per client is about five minutes with a script of about 10KB, the WordPress or WooCommerce plugin, or the GTM template, and the platform handles click ID persistence, SHA-256 hashing and deduplication with shared event IDs.
The two features agencies use most are the delivery log, which shows every conversion sent to Google Ads or OpenAI Ads and the response so a broken checkout on a client site is visible the same day, and the recovery report, which shows each client how many conversions their pixels were missing, the number that justifies the fee. White-label client reports and client logins are live, shared and scheduled reports go to clients on a cadence you set, AI Attribution is on every plan so ChatGPT, Claude, Perplexity, Gemini and Copilot referrals show as a source in the client’s report, and a REST API and MCP server are in beta for agencies that pull data into their own reporting.
Pricing: Per client per month at a wholesale rate quoted on request, with better rates from 10 and from 25 clients and a five-client minimum. 1,000 conversions per client are pooled across the book, and every extra 1,000 over the pool counts as one more client. No overage fees, 20 percent off annual, onboarding call included. Details on the agency page and pricing.
Strengths:
- One login, every client, and log in as client for support without a password handoff
- Wholesale per-client pricing that falls as the book grows, with no overage
- White-label client reports and client logins, shared and scheduled reports, Audience Sync, AI Attribution on every plan, API and MCP in beta
- Nothing to maintain per client: no container, no tag templates
Limitations:
- Ad platform forwarding is Google Ads and OpenAI Ads today; Meta, Microsoft Ads and TikTok forwarding are coming soon
- Branded client portal on your own domain is coming soon; white-label reports and client logins are live today
- One project per client; extra projects are $19 each
Best for: Marketer-led agencies running Google Ads for 5 to 50 clients who want accurate conversions, a delivery record and a flat per-client cost, and who are fine adding Meta when it ships. See server-side tracking.
2. Tracklution: Best for agencies that want white-label managed delivery
Tracklution is a managed tracking pipeline with an agency plan that adds a multi-client manager account, white-label options, dedicated servers and client isolation. Clients install a script, a GTM tag or the Shopify, WooCommerce or WordPress app, and Tracklution forwards conversions to Google Ads, Meta, TikTok, Microsoft Ads, LinkedIn, Pinterest, Snapchat and more through its own pipeline.
Pricing: The Agency plan is custom priced and requires a demo. For reference, the single-site Grow plan is 39.20 EUR a month billed annually for 50,000 events.
Strengths:
- Meta and TikTok forwarding live today
- White-label options and client isolation on the agency plan
Limitations:
- Agency pricing is not published, so you cannot model the book without a call
- Event-based billing, so busy client sites cost more than their conversion count suggests
Best for: Agencies with clients across Meta, TikTok and Google who want a white-labeled managed pipeline and are happy to negotiate the rate. See the Tracklution comparison.
3. Stape: Best for agencies that sell server-side GTM as a service
Stape hosts server-side Google Tag Manager containers, one per client, with a large template library, a custom loader and Meta CAPI Gateway hosting. Agencies that sell tagging as a line item love it: every client gets a container configured exactly as you like and the hosting bill is small. Agencies that sell media buying discover that every container also needs watching.
Pricing: Free for up to 10,000 requests per container. Pro $17 a month for 500,000 requests, Business $83 for 5,000,000, Enterprise $167 for 20,000,000. Annual saves 20 percent. Meta CAPI Gateway hosting $8 a month per pixel, or $83 for up to 100 pixels.
Strengths:
- Complete control of every client’s tags, transformations and endpoints
- Cheapest hosting line in this list
Limitations:
- Setup, deduplication, click ID persistence and maintenance are billable hours per client, forever
- No cross-client dashboard of delivery outcomes; you check each container
Best for: Agencies with tagging specialists who charge for implementation and maintenance. See the Stape comparison and, if you are weighing running it yourself, self-hosted sGTM.
4. Elevar: Best for agencies with Shopify Plus clients
Elevar is the deepest Shopify data layer available. For an agency with large Shopify Plus clients, its event validation and 50+ destinations make it the safe recommendation. For an agency with a dozen small Shopify stores, the per-client price is the problem.
Pricing: Core $225 a month per client for 2,000 orders and up to 2 destinations, overage $0.50 an order. Advanced $650 for 10,000 orders and 4 destinations. Premium $1,250 for 30,000 orders. Elite from $3,000. 15-day trial.
Strengths:
- Most thorough Shopify event capture and validation
- Destinations scale to 25 on the top plan
Limitations:
- $225 per client minimum, with the two-destination cap on Core
- No agency-wide dashboard or per-client wholesale rate published
Best for: Agencies whose book is Shopify Plus brands doing thousands of orders a month. See the Elevar comparison.
5. Triple Whale: Best for ecommerce reporting and attribution
Triple Whale is an ecommerce reporting and attribution suite with a Triple Pixel for first-party journey capture, blended ROAS dashboards, cohorts and creative analytics. It has an agency program and is a common client-facing reporting layer for DTC agencies, but it does not replace delivery; you still need something sending purchases to Meta and Google.
Pricing: Priced per brand by trailing 12-month GMV across Foundation, Automate and Enterprise packages, with a free Founders Dash tier. We could not load the live pricing page on 14 September 2026; published pricing as last checked starts in the low hundreds a month for the smallest GMV band. Check the vendor’s slider for each client.
Strengths:
- Strongest client-facing dashboards in this list
- Agency program with multi-brand access
Limitations:
- Reporting, not delivery; it does not fix the conversions Meta is missing
- GMV pricing means your biggest clients pay the most regardless of usage
Best for: DTC agencies that already have delivery handled and want one reporting surface per client.
6. Hyros: Best for info-product and high-ticket funnels
Hyros is an ad tracking and attribution platform popular with agencies running high-ticket, webinar and info-product funnels, where the sale closes days later on a call and attribution has to follow the lead through a CRM. It integrates with Meta and Google ad managers directly and includes an AI analyst and a Claude MCP interface.
Pricing: At the time of checking, the published entry price is $69 a month for up to $5,000 of tracked monthly revenue, with higher tiers up to $1m+ quoted after a demo. Fixed prices require an annual plan. No free trial; Hyros offers a results guarantee instead.
Strengths:
- Built for long, multi-step funnels with call-based closes
- Direct ad manager integrations and AI optimization feedback
- Agency program
Limitations:
- Pricing above the entry tier needs a sales call, so the book is hard to model
- Priced on tracked revenue, so success makes it more expensive
Best for: Agencies serving coaches, courses and high-ticket services.
7. Northbeam: Best for large DTC brands with big budgets
Northbeam is an enterprise attribution platform for DTC brands: multi-touch attribution, view-through modeling, customizable dashboards and a media strategist on the higher plans. It suits a brand spending $500,000 a month, not a book of small clients.
Pricing: At the time of checking, Starter is $1,500 a month (aimed at brands spending under $1.5 million a year on ads), Professional $3,500 a month (up to $500,000 a month in ad spend), Enterprise and Growth custom. No free trial listed.
Strengths:
- Enterprise-grade attribution modeling
- Dedicated strategist and hourly data refresh on the top plans
Limitations:
- $1,500 a month per brand minimum rules out most agency books
- Attribution and reporting, not conversion delivery
Best for: Agencies with a few very large DTC clients who will pay for it directly.
How to choose
If you sell media buying and want accurate conversions across the book without maintaining containers, Convultra. Price the book on a per-client wholesale rate, add clients in five minutes each, and use log in as client for support.
If your clients need Meta, TikTok and Google live today with a white label, Tracklution’s agency plan. Get the rate in writing before you model margins.
If you sell tag management as a service, Stape. Charge for the implementation and the maintenance, because both are real.
If your clients are Shopify Plus at volume, Elevar per client, with Convultra or Tracklution for the smaller stores in the same book.
If the client conversation is about attribution, layer Triple Whale, Hyros or Northbeam on top of a delivery tool. Delivery first; an attribution model on incomplete conversions is confidently wrong.
FAQ
What should an agency look for in a conversion tracking tool?
Four things: per-client pricing that stays sane at 20 or 50 clients, one login that lets you drop into any client without asking for a password, reports you can send without rebuilding them each month, and a clear answer to who fixes it when a client’s tracking breaks. With a container that answer is you; with a managed platform it is the vendor.
How much does conversion tracking cost per client?
Convultra’s agency plan is a wholesale rate per client a month, quoted on request, with better rates from 10 and 25 clients and 1,000 conversions per client pooled across the book. Stape’s sGTM hosting is $17 a month per container plus the hours to build and maintain it. Tracklution’s agency plan is custom priced. Triple Whale, Hyros and Northbeam are priced per client by GMV or tracked revenue and land in the hundreds to thousands a month each.
Is server-side GTM a good fit for agencies?
It is a good fit for agencies that sell tagging as a service and have specialists on staff. Each client is a container you build and maintain: billable work if the client pays for it, a cost center if not. Agencies that sell media buying usually do better with a managed platform that delivers the conversions and leaves the container out of it.
Can agencies white-label conversion tracking?
Partially, depending on the tool. Tracklution offers white-label options on its agency plan. Convultra gives you white-label client reports and client logins today, plus shared and scheduled reports, and a branded client portal on your own domain is coming soon. Hyros and Triple Whale have agency programs but the client sees the vendor’s product. Ask each vendor exactly what the client sees before you promise anything.
What is the difference between conversion tracking and attribution tools?
Conversion tracking tools (Convultra, Tracklution, Stape, Elevar) capture conversions and deliver them to the ad platforms so campaigns optimize on complete data. Attribution tools (Triple Whale, Hyros, Northbeam) model which channels deserve credit and report on it. Many agencies run one of each. If you only buy one, buy delivery first: an attribution model built on 60 percent of the conversions is a confident report about the wrong number.
Next step
If you run Google Ads for a book of clients and are tired of maintaining a container per client, put Convultra on one client site this week. Setup takes about five minutes, the recovery report shows the client what their pixels missed, and the delivery log shows every conversion that reached Google Ads or OpenAI Ads. The trial is 14 days of Growth free; the agency plan starts at $39 per client.
